Leary water and sewer rate increase will take effect on January 01, 2024. Due to increased costs in all aspects of water and sewer production and treatment as well as construction costs of a new water tower and treatment plant. The new rates will be $25.00 per month for the 1st 2,000 gallons on both water and sewer. The cost per thousand gallons thereafter will be $11.00 per thousand gallons.

NOTICE OF INTENTION TO ISSUE COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION FOR THE CITY OF LEARY, TEXAS
The City Council of the City of Leary, Texas, shall convene a meeting at 7:00 P.M. on November 6, 2023, at 9530 West New Boston Road, Leary, TX 75501 and during such meeting, the City Council will consider the passage of an ordinance or ordinances authorizing the issuance of one or more series of interest bearing certificates of obligation in the aggregate principal amount not to exceed $500,000, for paying all or a portion of the City's contractual obligations to be incurred in connection with (i) acquiring, constructing and installing a new 100,000-gallon elevated water storage tank; (ii) paying legal, fiscal and engineering fees in connection with such project. Such certificates are to be made payable from ad valorem taxes and a lien on and pledge of surplus net revenues of the City's waterworks and sewer system. The certificates are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Chapter 271, Subchapter C.
The following information is provided to follow Tex. H.B. 477, 86 Leg., R.S. (2019). The current principal of all outstanding debt obligations of the City is $1,548,000.00. The current combined principal and interest on all outstanding debt obligations of the City, paid on time and in full, is $2,629,528.35. The maximum principal amount of the certificates to be authorized is $500,000 and the estimated combined principal and interest required to pay the certificates to be authorized on time and in full is $503,004.38. The maximum interest rate for the certificates may not exceed the maximum legal interest rate. The maximum maturity date of the certificates to be authorized is September 1, 2063. The above information does not exclude any obligations which the City designates as self-supporting. PUBLIC HEARING NOTICE
CITY OF LEARY
TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
The City of Leary will hold a public hearing at 5:15 p.m. on December 21st, 2020, at City Hall, 9530 W. New Boston Rd., Leary, Texas regarding the submission of an application to the Texas Department of Agriculture for a Texas Community Development Block Grant Program (TxCDBG) grant. Social distancing and masks are required if attending in person. The purpose of this meeting is to allow citizens an opportunity to discuss the citizen participation plan, the development of local housing and community development needs, the amount of TxCDBG funding available, all eligible TxCDBG activities, and the use of past TxCDBG funds. The City of Leary encourages citizens to participate in the development of this TxCDBG application and to make their views known at this public hearing. Citizens unable to attend this meeting may submit their views and proposals to City Hall. Persons with disabilities that wish to attend this meeting should contact the City Hall to arrange for assistance. Individuals who require auxiliary aids or services for this meeting should contact Randy Mansfield, at (903)826- 1653 at least two days before the meeting so that appropriate arrangements can be made.

SUBVENCIÓN EN BLOQUE DEL DESARROLLO DE COMUNIDADES DE TEXAS
La ciudad de Leary llevará a cabo una audiencia pública a las 5:15 PM el día December 21st, 2020, a City Hall, en 9530 W. New Boston Rd., Leary, Texas respecto a la presentación de una solicitud para la Subvención en Bloque del Desarrollo de Comunidades (CDBG) del Departamento de Agricultura de Texas. Se requiere distanciamiento social y usar mascarilla si asiste en persona. El propósito de esta reunión es permitirle a los ciudadanos la oportunidad de discutir el plan de participación ciudadana, el desarrollo de las necesidades locales de vivienda y desarrollo comunitario, la cantidad de financiamiento de TxCDBG disponible, todas las actividades elegibles de TxCDBG, y el uso de fondos anteriores de TxCDBG. La ciudad/condado anima a que los ciudadanos participen en el desarrollo de esta solicitud de TxCDBG y que den a conocer sus puntos de vista en esta audiencia pública. Los ciudadanos que no puedan asistir a esta reunión pueden presentar sus puntos de vista y propuestas a la Municipalidad.
